look for your PC board, it may be 795206-002 (just guessing)
then find a replacement if out of warranty

get a magnifier and a light and look inside the PCIe slot for debris that might have caused the short and remove it.

Dear Player_412,
welcome to the community. I am not an HP employee, but this sounds like 1 of three problems. Power Supply, CPU or the Motherboard itself.
If you haven't read the Service guide for this I'd suggest giving that a read. The link below should be it:
In any event the beep code you mention is a power failure . The sequence you can try is.
1. Changing the Power Supply
2. Changing the CPU
3. Changing the system board. ( I would also check the board for any blown capacitors)
If this computer has a warranty you should contact HP Tech Support and get a replacement part for it. If not you will most likely will not as this is a model that was released toward the end of 2015.
I have found some success with parts on ebay or amazon using the product sku which usually on a sticker on the motherboard around the CPU.
This board with the arc from your PCB slot I suspect the board.
Try that sequence and let me know if that works out for you.
