I was trying to find out how to boost my CPU from 1.30 GHz to 4.30 GHz, as my processor is supported for Intel Boost. I have checked my HP BIOS, yet it isn't available by what I can see. I would like to activate this as my processor is compatible and capable of such speeds yet HP seems to be blocking me form accessing this. Thanks in advance.

Please download and run CPU-z and examine the speed and multiplier to verify it can change
You might also check your power plan settings to see if the range is %5 to %100
Turbo boost might be here

The core speed and multiplier should change while you are watching it.
Mine shows it is currently in turbo 4ghz with multiplier of 40
If your system is idle it should show only 1.3ghz and if you run a program: excel, word or bring up Edge you should see the core speed change instantly

Your turbo is working as it should!
Seems to be OK as long as it hits the top value. Note that the longer the CPU stays in turbo mode the hotter it will get. This is ideal for gaming as one is not always at %100 all the time.
If running technical apps such as BOINC that use %100 of CPU all the time one would eventually damage the system.
The CPU would shut down automatically but still the heat can cause problems.
