You press the Esc key, Del key, or F11 key repeatedly while rebooting to get into the UEFI settings page. Once there, you should have a bunch of tabs across the top of the screen and one of them should indicate advanced settings.
If that is not there, your PC is one of those where HP has locked out the Advanced Settings and there is no way to get there.
