Step by Step might work. But please report back each item !!!
1) Unplug the power cord from the back of monitor.
Hold down power button 30 sec. (drains capacitors on power board), reconnect power. TEST !
2) Unplug power from monitor. Unplug power supply from wall jack (AC 120v).
Unplug wall cord from power brick.
Now you have 2 separate pieces. Firmly reconnect the 2 pieces.
Plug power cord into monitor. TEST !: Hopefully you

Thank you for your reply. Unfortunately the problem lies in my PC (not HP) and not with my HP monitor. I'm having to send a part back lol. I'll keep the post up for anyone who might have problems with their HP monitor. Otherwise I believe my monitor is fine....

You actually gave a monitor reference. Wish you luck. Same would apply for the PC. Check the power brick plug.
