ok PC is not dead, so all that expensive HWare is Ok, only $5 windows 10 is bad, sad face.
there are 2 things to do (sure more) but 2 , cold boot 3 times and windows self repair runs. let it do its job,
or turn off fast boot, (google how) this forces a hard cold real boot not silly image boots.
how do you know this?
process running on task manager .????????? in blank dead windows desktop, gone..... bingo I dig (hope)
all the the 3 fingered salute works, sure.
so we now now why program manager is dead. it is actually dead.
