None of the tricky deinstallation/restarts can get the USB-Root-Hub to implement the device, which has the latest drivers from the manufaturer.

I hear that your HP external Blu-ray/DVD drive is not being properly implemented by the USB Root Hub. It suggests checking the connection method and safe external device handling first:
 

  • Use minimal force when connecting the USB device to avoid connector damage.
     
  • If the drive is a powered external device, make sure it is turned off before connecting, then:

    1. Connect it to the computer.
       
    2. Plug its power cord into a grounded AC outlet.
       
    3. Turn on the device.
       
  • To disconnect and reconnect a powered external device correctly:

    1. Turn off the device.
       
    2. Disconnect it from the computer.
       
    3. Unplug the AC power cord.
       
  • HP also notes that HP external USB optical drives should be connected to the powered USB port on the computer.
     
  • If you are moving the computer while connected to an external hard drive or drive device, properly disconnect the external device first.

I checked the USB, no entry and none of an added device. The operationg system managed by HP inhibits the optical drive made by Asus, which is perfectly operational on my Lenovo Notebook. Why that?

 

And a forced re-registration made me use the alias "StabatFrater1", because the email-link led me to the registration instead of entering directly this conversation!

At least I can post the serial number: "Please do not include the serial number or any sensitive information" 

Would be glad to get a positive answer, because the wide screen is ideal for viewing DVD/BlueRay.

Follow these steps to isolate and resolve the issue:
 

1. Test External Power and Data Cables:

 

  • Power Demand: CD and Blu-ray drives spin at high speeds and often require more power than a standard USB port can provide. If your external drive has a secondary power cable or a Y-cable, ensure it is plugged directly into a wall outlet or a dedicated powered USB hub.
     
  • Cable Integrity: Test the drive with a shorter, high-quality USB data cable. Old or overly long cables suffer from signal degradation.
     
  • Verify on Another PC: Plug the Blu-ray/DVD drive into a completely different computer. If the drive fails to implement there as well, the drive's internal controller is likely broken and requires replacement.

2. Bypass "Device Descriptor Request Failed" (Code 43):

 

If the drive works on another computer but not your HP AiO, the USB port or hub driver registry is corrupted.
 

  • Perform a Cold Boot: Shut down the AiO PC, unplug the power supply entirely from the back of the machine, and wait for 30 seconds. Unplug the DVD drive. Plug the PC's power back in, turn it on, and reconnect the drive to a different USB port. 
     
  • Power Management Overhaul: Press Windows + X and open [Windows Device Manager](microsoft.com. Expand Universal Serial Bus controllers, right-click on your USB Root Hub, and select Properties. Go to the Power Management tab, uncheck "Allow the computer to turn off this device to save power", and click OK
