I have tried every single fix on how to stop my Bluetooth from stuttering, it persists to do so and the only reason I am here is that I am broke enough from my hearing aids that I can not afford to call HP apparently, which funnily enough is why I am here, because my hearing aids will connect to the pc, but the audio stutters in and out and no amount of restarting the pc, getting rid of the Bluetooth driver and automatically / manually installing the latest version, or even getting rid of any possible interference as gotten it to work properly.
My hearing aids are Audeo I30-R and work fine on every single other device, EXCEPT windows, meaning it has something to do with the Bluetooth on Windows. I also get input stutter / lag from my keyboard as well and have been for a while, long before I got my hearing aids.
Please help, I want to use my hearing aids with my computer without stutter like my Chromebook or phone, but it won't let me, and I've tried every option I could find.

What model Wi-Fi adapter does your PC have?
If it has a Realtek Wi-Fi/Bluetooth adapter, there are newer drivers than what appear on your PC's support page.
Realtek RTL8xxx Wireless LAN Drivers
The Wi-Fi driver supposedly fixes Bluetooth issues with the RTL8852CE Wi-Fi adapter.
Realtek RTL8xxx Series Bluetooth Driver
Updating the drivers to the latest versions HP currently has would be the only suggestion I can offer.
