@SMB1100 -- the word "boot" comes from the phrase "lifting yourself up by the straps on your boots".
For your computer, to "boot" means to "give your computer a kick" -- to tell your computer's motherboard to start reading from the disk-drive, to start the loading of Windows from the disk-drive into your computer's RAM.
If the disk-drive has "failed", then the "boot" cannot load Windows.
The disk-drive can "fail" in several ways:
- not currently being connected to the power-supply,
- the "data" cable not currently being connected to the disk-drive,
- the other end of the "data" cable not currently being connected to the motherboard,
- the disk-drive's electronics have burnt-out,
- the disk-drive's motor (that spins the disk-drive's storage plates) has stopped working.

Pay a certified computer technician to trouble-shoot the above possibilities, and maybe to replace the failed disk-drive by a brand-new disk-drive -- much like replacing a flat tire on your automobile. You'll need to reinstall Windows onto the brand-new disk-drive.
