Microsoft Windows 10 (64-bit)

Nothing too serious, just a tad annoying. It just started happening a day ago: CMD window pops up, a message flashes after 15 seconds, then the box closes. Happens every 30 mins. I want to fix the issue, but haven't found any specific tips that help. I also don't want to delete or uninstall things without proper input or necessary. A lot of how-tos keep suggesting that. I managed to get a screencap (also a link since the pic seems to be playing a disappearing act) :

That's a strange one. Netframework 2.0 is inbuilt into windows 10 and shouldn't be or need installation on it's own.  Have you done the latest windows updates? Can you remember what you last installed before the message came up?

Perhaps install .net framework 3.5 as in this video?
