@Shaneyg -- can you boot the computer from the Windows Installation Media? If so, choose "repair" instead of choosing "install". Maybe, that "repair" mode will work.
Also, when powering-on your computer, repeatedly tap the ESC key, until you see a menu that allows you to launch the HP Diagnostics. Launch it, and see if it detects a hardware problem.
