Diagcap.exe in windows system32 folder hangs and causes a reboot.  Can this file be deleted or is there corrected file update to solve this problem?

Unless I am mistaken, it is part of the HP PC Diagnostics tools

enter Add or Remove in the windows search bar and remove it.

If not then it must be the one managed by the microsoft store.  That version will not run on my HP Shire2 motherboard.  i get an error that states an event was logged but no event shows up in the event viewer.  It will run on my old z400 but not the much newer Shire2 motherboard.

To remove, bring up the control panel and look for "add or remove"

If the above fail then

Occasionally you may need to use an uninstaller to remove damaged software. When an install fails it is likely due to corruption of the app or the app it was trying to upgrade.

There are several uninstaller applications. I use REVO Pro but the free version is excellent. Revo will attempt to run the original uninstall but if that fails it will continue on to uninstall whatever it can find that is associated with the problem app. It will show items in the registry that it wants to delete. Registry backup and restore points created before any uninstall.

At the conclusion of the uninstall, a checkbox of items to be cleaned from the registry will be presented. Normally all are selected and deleted.

Before running REVO or any uninstall application, be sure to run the Microsoft system file checker,SFC

This third party site explains how to use DISM and SFC to repair your windows system.
You need to be in windows to do the repair. Normal or safe mode will work. If it reports it cannot fix the problem then do the DISM.
