I want to dual boot Ubuntu Linux OS with Windows 10 64-bit HP Pavilion 24-b019. I can enter the EUFI boot order but cannot get it to set to USB to boot from. How do I do that?

I just looked at your motherboard here

Unaccountably the device spec page did not load so I had to look to see if you had SATA connectors or an M.2 drive.
Even the picture is misleading as it shows a full size m.2 socket in the middle but only mentions the smaller WLAN one at the top left center: "4"
My final suggestion is to remove the existing hard drive and get a WD BLUE 500gb ($60 USD) drive to run Ubuntu from. If something goes wrong you can quickly replace it with the windows drive.
You may be booting from the 2280 m.2 which is shown above "18" but not listed for some reason.
I have several ubuntu system but do not pretend to be an expert. Some of the other volunteers here might be able to help you better.

You need to disable secure boot and enable legacy boot and then you got to reverse that to go back to windows. If you have enough memory why don't you install VirtualBox you can then run Ubuntu or even Mac OS

Thanks for your help.
I did try Linux Mint on Oracles VirtualBox but it was very difficult to know what steps to follow, so I gave up on it. There doesn't seem to be good user instructions for VirtualBox.
My flash drive is setup for UEFI, so do I need to enable legacy boot?

I do not know what your final goal is. Are you planning to partition the existing drive? Add a second drive? Just boot from the USB and never install? On an old legacy system I had 16.04 on a removable drive and would push the drive in and turn the power on when I wanted Ubuntu. Before that I had Acronis Boot manager and would pick what I wanted. I do not think that exists or is supported anymore. None of these will work with secure boot. You will have to disable secure boot and figure some way to boot linux and then go into bios and change the settings back to get into windows. The bios may not even support booting a different drive.
Motherboards are cheap. Get a used power supply and motherboard, mount on a plywood sheet, install VNC and put in a closit or the garage and access it through ethernet. Get a used miner with cpu and ram such has h81btc or tb85 or go for an old socket 1366. Dell uses all standard connectors. HP , such as my Z400, needed the ATX 24 pin rewired but it was easy.

My long term goal is to learn Ubuntu so I can replace Windows with Ubuntu operating system. I am using the guide from: https://help.ubuntu.com/20.04/installation-guide/amd64/install.en.pdf. Ubuntu offers 22.04 but there are no guides for it yet since it is the latest development. I have made a bootable flash drive with Ubuntu 22.04 IOS image using Rufus and instructions I found on line. Ubuntu installs (or is supposed install) a boot loader by which I can switch between Windows 10 and Ubuntu.

I faced difficulty making HP Envy x360 to recognize my bootable ubuntu 22.04 usb. It took a while before I sorted it out, it's the way you burn the bootable image. May be the solution would help in your case?

I have made a bootable USB drive using Rufus and as you suggest. I will try to disable Legacy Support (if I have such) and Secure Boot. So far, I have not had any success trying to disable Secure Boot in Windows 10 (EUFI system) and having read Windows explanation about Secure Boot, I doubt that it can be disabled.

If no setting to disable secure boot then you must enable lagacy boot first. Can be named legacy bios.. It can get complicated if GPT is used instead of MBR
