Hi,
Recently I tried to get AMD uprof to run but it pointed me that IBS is not enabled in BIOS.
I tried to locate such (BIOS) option but with no success.
Is there any hidden "advanced" tab or may be IBS can be turned on differently?

Welcome to HP support community.
HP has locked a few settings on your computer which are being managed by the system configuration as the device is configured to its optimal performance.
There's no way of resetting or changing these locked settings via HP articles or assistance,
You could unlock and make changes at your own discretion using 3rd party tools, however, HP doesn't recommend the same nor has information about the tools used.

This isn't solution whatsoever.
Personally I don't care about "configured to its optimal performance" as long as required (for me) tools don't work.
I'd be very grateful if
1. anyone points me to "3rd party tools" or
2. (better) makes BIOS that can unlock it without any "3rd party tools" .
One of solution above I can make "acceptable"

I'm afraid as an HP employee I can't refer you towards a 3rd party tool that does it as it isn't something we recommend or support, although I suggest you check with a local tech store for more details on the same.
