My keyboard randomly stopped letting me use the exclamation point. When I press shift+1 nothing happens. The 1 key itself works, but I cannot for the life of me fix the exclamation point. I have tried multiple keyboards and it does not even work on the on-screen keyboard. Does anyone know of a solution to this problem?

@SchulerJMS -- Microsoft Windows allows the use of "non-English" keyboards -- pressing some keys on those "foreign" keyboards generates different characters. Example of labelled keys on a Norwegian keyboard: ä å Å æ Æ ø Ø

 

Have you accidentally switched your "input method" (hold down Windows key, and tap the SPACE BAR) ?

 

You did state that the "1" key works -- mechanically. You press that key, and a code is sent to the motherboard. That is good. If you hold-down the SHIFT key, and tap the "1" key, a different code is sent to the motherboard. Depending on Windows' current "input-method", the interpretation of that "SHIFT-one" code will change.  For some input-method, that code could be an invalid code -- not passing anything to your application program.
