Is there any way, to unlock manual control over CPU fan speed? Some screenshots shows such option, but why there is no for my PC?

I see you are experiencing Omen Gaming Fan issues with the OMEN 30L Desktop PC.  

 

I have a few recommendations 

  • Update your computer to latest BIOS from HP.COM.
  • Performance Control and Fan Control are available only on certain computer models
  • Make sure the Windows and HP support assistant updates are up to date.
