I have an Amazon Echo Connect device that connects to my Spectrum VOIP service, my Linksys Velop Mesh network, my Google Contacts and various Amazon Echo Devices (Original, Dots, Show). It allows me to make and receive phone calls with Echo devices using voice commands such as "Alexa call Dr. XXXXX" or simply "Alexa Answer". This is an older alternative to "Alexa Communication" but allows me to call or receive calls from anyone not just Alexa users.
My problem is that I would like to use the Alexa device built into my HP Envy AIO 34 Curved desktop to make and receive calls in my home office. When I ask Alexa to make a call it says "Calling XXXX" and opens a status screen then stops with the message "Sorry I can't make this call right now, try again later. If you continue to experience this problem try unplugging Echo Connect ...". So, its trying to make the calls but they never go through. Also, the Alexa app shows my Computer as a communications device.
So I'm wondering does the HP Envy w Alexa not support Echo Connect calls or am I missing something. I have another Alexa enabled device, a pair of Sonos One Speakers that don't make calls but the assistant says "This device does not support calling". Any help would be appreciated.

Some additional information:
1. The Alexa device built into the HP Envy doesn't always start when the computer is turned on.
2. I recently upgraded to Windows 11.
Normally I would try to find a new driver or software/hardware upgrade but I am unable to find anything so far.
