I am trying to get rid of HP Jumpstart, if anyone can help please.
It is not showing up in MSCONFIG services, or in the control panel - where else could it be hiding. It's really annoying!

Welcome to the HP Community.
HP JumpStart is located in the Windows Start menu on select computers.
Windows Key > All Apps >
Find and
Right-Click the application > UNPIN from Start to remove it from your Tile Menu
If it can be uninstalled:
Find and
Right-Click the application > More > Uninstall
What else?
Settings > Apps > Apps and Features
Find and
Left-Click on HP Jumpstarts
Click Advanced for additional Options (for example, switch off notifications)
OR
If it can be uninstalled >> Click Uninstall to remove

Includes an example of Windows Start that includes Jumpstart in Step 1.
HP PCs - Using HP JumpStart (Windows 10)
JumpStart is included with some products (See the HP article).
Regardless - At this writing:
The feature is not something you can install on your own.

When a program is not software, ii might be an "application".
Applications are sometimes pre-loaded or can be installed from the Microsoft Store
I've learned that if you can't find what you seek in Programs and Features,
Check in Settings > Apps > Apps and Features and / or the Windows Start > All Apps
