I have an HP Omen 40L Desktop that keeps stuttering super bad. To the point where occasionally it is unusable. I bought it roughly 3 months ago and thought I had a faulty product, so I took it back exchanged it for the same pc and I have the same issue again. A friend of mine who has the same pc, as well as a lot of people on the internet seem to have the same issue. The CPU gets maxed out and drops frames and this happens every 5 to 15 minutes. I figure since I got the same pc twice and have the same issue right out the box that it's something wrong with the software they have on the pc. I've tried everything I can think of troubleshooting wise and nothing works. Is there a fix for this or should I just return the PC and go with someone else?

It sounds like, based upon your problem description, the PC is stuttering when you play games (dropped frames).

 

It could be a hardware problem or a driver (software) problem.

 

Check Hardware:

 

Check your PC's hardware using HP Diagnostics as follows:

Start the PC. Repeatedly tap the "ESC" key.

Select "F2". Run system and component tests to confirm: a drive problem, a memory problem, or other component problem. Run extensive tests.

 

Check System Files:

Open an Admin command prompt as follows:

Open Search then enter "command prompt". Right-click on the search result.

Select "Run as Administrator".

Enter the following commands, one at a time. Wait for each command to complete before running the next command.

DISM.exe /Online /Cleanup-image /Restorehealth note: the PC must be connected to the network when using the DISM command.

Enter the next command to verify system files are okay.

sfc /scannow

 

I would also download and run the following synthetic CPU and graphics card benchmarks locally (eliminate possible network issues) to check system performance:

 

FurMark, you can test the graphics card and the CPU with this software.

Seeing two identical  PCs having the same issue is concerning. A hardware problem would require HP warranty support or a sales return if the second PC is eligible for a refund.

 

It would be very unusual (but not impossible) to see HP ship a PC with an unstable operating system image.
