I made a backup on my drive in HP Recovery Manager. I did a factory reset on my system, made a new account, and began the restore process. I click the app and go through it but I get a [Error #0x20030000 10000005]
Can I get any help to solve this?

As you can probably guess by the complete lack of any response in all this time, the answer is basically NO.
I have learned, the hard way, that built-in backup/recovery routines rarely work and nearly always fail when you need them the most.
Had you come here PRIOR to this, I could have pointed you to a free backup/recovery solution I have used for years that has never failed me even once. But it it too late now, for this.
I have no idea why a 14-year-old program no longer works and most likely, unless this is a new drive, it is related to the age and condition of the drive. But without reliable third-party backup, you now have nothing to recover FROM and since no one provides Vista anymore, you won't even be able to do a clean install unless you have your own install media.
