A user on my computer used the free Windows 10 10 Upgrade awhile back. Since that time my computer's performance has diminished tremendously. The computer does not receive update notifications, HP Support Assistant Dashboard will not open, I cannot access my power-to-go suite to operate my optical drive. Can these programs be restored or can my computer be restored to the original configuration?

Well, HP does not provide a Windows 7 (W7) purchasable recovery media option at your PC's download site. But you can get a W7 64 bit .ISO at this (Link)
You can try installing W7 clean. HP W7 driver updates can be had at this (Link). The HP drivers at this link should get your PC operating correctly per HP factory specifications.
The downloaded W7 .ISO has to be converted to bootable media.
This Microsoft tool (Link) can be used to convert the W7 .ISO to W7 bootable media.
