What model Intel processor does your PC have?

Not all of the processors listed in the Quickspecs at the link above support VT.
The only processors on that list that support VT are these...

According to your PC's F10 setup menu options at the link below, your PC's BIOS does not support Virtualization, even though the processor does.

Unfortunately, there isn't.
On most HP business desktop PC's, there is a security menu in the BIOS, and your model does not have such a menu for whatever reason.
The enable VT setting is normally found in the BIOS security menu.
For example, if you look at this document from the better model HP dc7800 business desktop, which uses many of the same processors as your model, you can see that this model has a security menu in the BIOS, and you can enable VT.
