What is the question?
Why do car makers put 4 seats in a car when it's only a commuter vehicle?
32 bit CPU's for PC's are rare and have been for a long time, 64 bit is the norm.
So then you select the Operating system to suit.
Slot in a Hard disk with whatever OS you choose.
So do you have an issue with W8?

I was just curious why HP did that a lot. I searched the web some more and I now think that the reason could be because some users might want to run 16 bit programs, and the users would not be able to do that in a 64 bit operating system.

Usually the hardware moves on and older 16 bit software/OS's wont cope.
You can install a 32 bit OS and a 64 bit OS side-by-side on a hard disk and use either.
You can try and run the 16 bit software inside an emulator,
