Welcome to the HP User Community.

The newer HP Support Assistant application (versions 9.x) might not be supported on your older machine.

One thing you could try (IF it is still installed)

Uninstall HP Support Solutions Framework software from Control Panel > icon view Programs and Features

Search or scroll down and find HP Support Solutions Framework

Select then Right-Click anywhere along the selected program > Uninstall the software

NOTE:

When installed as part of HP Support Assistant software (HPSA versions 8.x),

HP Support Solutions Framework is a subset of HPSA.

For this reason, HPSA software (when installed in Programs and Features) must be uninstalled before the Solutions Framework can be removed.

Restart the computer and log in.

What?

IF the reason the HPSA application version would not install was due to the HP Solutions Software hanging around, then the HP Support Assistant application (version 9.x) MIGHT now install.  Unlikely - worth a try if you want to do so.

========================================================================

As FYI -

Because the newer HPSA is an application, it lives in Settings > Apps > Apps and Features.

Yes, if the app won't install fully but it is listed in Apps and Features, the defunct HPSA application should be uninstalled.

Restart the computer afterwards.

========================================================================

Optionally try installing the older software type of the HPSA as listed in category Software and Drivers

HP Support Assistant

Will that work?  Unknown - maybe - If the app won't install, the older software at least has a chance of doing so.

Regardless,

If you are trying to install the HPSA for the purpose of updating the system, HPSA is not necessary (and is, in fact, of limited value on an older machine).  All the updates with the exception of a couple are dated years past (4-7 years).  If you wish to keep an eye on the updates, occasionally open category Software and Drivers > Open All Drivers > "Open all"

Were it mine to do,

I'd not bother installing HPSA on this computer - not the app and not the software type.

Personal opinion - certainly you should ignore the utterance if you disagree for any reason.

If HP Support Solutions Framework won't uninstall, the File System believes that the HP Support Assistant is still installed.

What?  HP Support Assistant must be uninstalled before Support Solutions Framework.

The HP Support Assistant is not listed Programs and Features - it might be stuck in a "half-way" state:  Not listed but not gone.

This might work but the "remove" software must be able to find the remnants of the HPSA software.

NOTE:  If software will not uninstall, appears to be removed and is “still hanging around” after you uninstall / Restart...

Microsoft:  Fix problems that block programs from being installed or removed

OR

Revo Uninstaller (Free version)

then

Restart the computer and sign in

What else?

The source of the problem is perhaps a File System error - or a Registry error.

The solution is to reload the Operating System (Windows).

That solution will work but you need to decide whether an unusable program (HP Support Assistant) is worth the time, effort, and risk that you will lose something else along the way.

You can also attempt to repair the File System.

If you have the skill set, you can try fixing the Registry.

Not something for which I will offer assistance - repairs can work but they can also just dig a deeper hole.

Caveats to reloading Windows

  • You have some very old printer software installed.
  • Photo Creations was retired in 2019 - it does not work and will not work again regardless - its loss is not important.
  • If the old Photosmart C4700 software works and if it is connected to an old printer,  the software will be lost if you reload Windows.   There might not be a way to recover that software.

Regardless of what you decide,

Make sure you keep your personal data backed up to other than the local computer.
