A hacker locked my laptop. They of course claim my computer is hacked and want me to call their help line.  What do I do?

Assuming the "Hacker" put a splash screen on your screen and you are now at the mercy of the hacker.  Is it possible to do anything other than what given in that splash screen?  Can you turn off the laptop and restart?  If possible post a photo of the message.  Depending on the type of malware, it might be possible to recover from this.

It would be helpful to you to post the model number of the PC/laptop, so I can tell what to do next.
