Every reset I have used requires the entry of a good password -- and since HP has no records of those, we have no way of providing it, not is there any default password.
If the computer is a 2016 model or newer, you might be able to use something called the HP CLoud Recovery tool to create a USB stick you can use to reinstall the HP OEM Version of Windows on it.
