When an hour glass appears next to your mouse cursor it is usually doing this because your PC is busy trying to open on what you clicked or trying to access certain hardware or opening (startup) programs. Usually a sign of too many programs running in the background. Have you checked task manager to check what programs you have running and which ones are starting up at startup? -For the latter, 'disable' as many as you don't need right off the bat.
Anyway, if you haven't done so already, clean out cookies and other unnecessary files using a freeware program such as CCleaner here: CCleaner Makes Your Computer Faster & More Secure | Official Website and choose "CCleaner Free", Download and install. Then please go to Command Prompt and choose Administrator rights and run sfc /scannow which scans for corrupted system files and repairs them. Next, for good measure, run: dism.exe /online /cleanup-image /restorehealth and then exit.
In the (unlikely) event that your mouse pointer with hourglass is somehow set as your default mouse pointer, go to Control Panel and depending on the Windows version you have find the entry for your mouse settings "Change how the mouse pointer looks like". Once you found the mouse settings, there should be change options if necessary.
