How do I permanently remove HP Media Network / System Notifications / Featured Offers?

My HP PC has been displaying third-party sponsored advertisements through HP “Featured Offer,” despite both “HP” and “System Notifications” already being turned OFF in Windows notification settings.

I traced one of these sponsored popups in Task Manager to:

System Notifications → HP Featured Offer

The executable is:

C:\Program Files\HP\HP Media Network\HPMediaNetwork.exe

The executable’s Properties identify it as System Notifications, version 4.2.3.0, Copyright HP Development, with the original filename HPMediaNetwork.exe.

HP Media Network/System Notifications does not appear as an uninstallable application in either Windows Settings → Installed Apps or Control Panel → Programs and Features.

I do not want HP Featured Offers, advertising, promotional notifications, telemetry, or other optional HP software running on this computer.😩

What is HP’s supported procedure for permanently uninstalling HP Media Network / System Notifications / Featured Offers?

I am specifically looking for removal instructions, not instructions for disabling Windows notifications, since those notifications were already disabled when the sponsored advertisement appeared.

I would also appreciate information about which HP components can be safely removed while retaining only hardware-essential drivers and functionality.

I got the below from HP's SupportGPT. However, try running MRT from the windows search bar as some 3rd party apps may not actually be hp related.  Also. this advice here might be better than the below.

Thanks — this confirms the issue I’m trying to solve. The usual Windows notification settings are already disabled, but HP Featured Offer is still able to display sponsored advertisements.

I traced the advertisement in Task Manager to HPMediaNetwork.exe, located in C:\Program Files\HP\HP Media Network. The file identifies itself as HP “System Notifications,” version 4.2.3.0. Ending that process removed the advertisement.

However, HP Media Network / System Notifications does not appear in Installed Apps or Programs and Features, so there is no obvious way for the owner of the computer to uninstall it.

What I’m looking for is the supported removal method for HPMediaNetwork.exe / HP Media Network / System Notifications — not instructions for suppressing Windows notifications.
