Operating System: Microsoft Windows 10 (64-bit)
Some more info I factory reset my computer and then a few days later I get the choose your layout Andy I click turn off pc after doing that I turned it back on and it put me to choose your layout again.

Basically, because you reset your PC, you're back to setup again -- and this can hang.
