When I looked it up, they said that you can change it via bios settings(?). But access that menu. I have tried pressing f2, f10, delete while my pc was booting up, but they lead me to different menu.

Hello @Yalkin33

Who is "They", who told you vram can be changed in the bios?

HP bios is very locked down and looking into it, I don't see any section that allows you to change vram allocation.

F10 is the shortcut to the Bios. IF you think you are getting a different section (not Bios), then rapidly tap the ESC key at power on. This will open the Options Menu to see a list for what F key to use.
