How to turn on bluetooth

Example: Pavilion 1464nr
Microsoft Windows 10 (64-bit)

How do I turn bluetooth on, on my device? I have the hp pavilion 1464nr and I want to know if my device supports bluetooth and if it does how do I turn it on? Bluetooth doesn't appear in action center, only something that says "connect". My device does not have hp wireless assistant. I would prefer straight forward replies with a full guide on how to turn it on, if my device even has bluetooth.

@AJsteady 

Go into Settings --> Bluetooth & other devices.  If your PC has bluetooth, on the right at the top, you will see an switch to turn it on or off.  If that switch is not there, or if it is greyed out, you do not have bluetooth.
