Unfortunately, that would not be possible.

 

TPM 1.2 was the highest version supported in the 8300 Elite model series.

 

The oldest desktop in the HP Elite 8xx model series that could support a firmware upgrade to TPM 2.0 was the 800 G2 with the Skylake processor.

 

If you want to run W11 on your PC as is, it is easy to do.  see this discussion. 

 

I have two HP 8200 Elite CMT's running W11 just fine.

 

Solved: Upgrade CPU Intel 7 to intel 8 - HP Support Community - 8300175
