2400 mhz is the default speed when the BIOS does not recognize the memory.
What system do you have? It would help immensely if we knew the model and product ID.
Please run the following command from the command prompt and report (paste back) what you see
wmic memorychip get devicelocator, capacity, speed, MemoryType, formfactor, partnumber, manufacturer |
for example

The answer to your question depends on what HP Pavilion Gaming model you have, and what RAM (brand & model) you installed.
