I have a HP All-in-One 24-f0040 and in the past 3 to 4 months it takes an inordinate amount of time to boot up and/or sounds as if it is constantly running in the background (processing data or running a program) even when it is setting idle and I am not using it. Is there something I can do to alleviate this issue?

The disk may need to be defragmented, you can also follow these steps
In windows search type CMD, in the result click run as administrator and type (One at a time and then enter)
sfc /scannow
DISM.exe /Online /Cleanup-image /Scanhealth
Dism.exe /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /RestoreHealth
then restart windows and check.
