Hopefully you are using your Microsoft Account to log into Windows
Reset Microsoft Account Password Online
Since Windows 8, most people are now using a Microsoft account for logging into Windows. When you forgot your Microsoft account password, just use another computer to visit the Windows Live password reset page on the Microsoft website, and you can reset the password online. This method requires you to have access to the alternate email account or phone number you provided when signing up the Microsoft account. It's easier than resetting local account password.

The USB stick it is asking for is a Password Reset stick -- and you have to have already created that PRIOR to any password issue. Now is too late.
As to resetting it, unless as @y2ken indicates, you are using an MSN login, you can't.
And, if you are using a Local password, we can not help you.
