Good afternoon. Monoblock (HP all-in-one b346ur) My computer is noisy, in this model it is impossible to regulate the speed of the cooler, the thermal paste is greased, and so on. I would like to download the latest BIOS, maybe this will help reduce the cooler speed. I can’t download the latest BIOS, you can attach it here so I can download it.

You're missing some information from the model number.
The best I can determine is that you have a HP 22-b346ur.
I cannot find any information on your PC at all regarding the motherboard specs.
If you know the SSID of your PC's BIOS, there are 7 updates listed on the support page and you have to pick the one that matches your BIOS's SSID:

You're very welcome.
You have a newer BIOS version installed (F.41) for your PC's motherboard SSID of 82DD than HP has on the support page, which is only F.37.

There is nothing newer than what you already have installed.

Unfortunately, none that I know of, but HP does have this program called the HP Command Center which allows you to set different thermal profiles.
HP Command Center - Microsoft Apps
It was primarily designed for notebook PCs so I don't know if it is supported for your PC, but since most AIO PCs are little more than a non-portable notebook PC, perhaps it will work on yours.
That would be the only suggestion I can offer since you have already reapplied thermal paste, which would be the only other thing I could think of.
I assume that the heat sink is not cracked, bent, dented, or damaged in any way?
Those are somewhat delicate and can be damaged easily.

The computer is new, it has been sealed for 4 years.
I turned it on, it was constantly making noise, did software optimization and replaced the thermoplastic, but unfortunately this did not help.
I tried to download HP Command Center - Microsoft Apps, but when I click on the blue button/link, nothing downloads.
Where can I get HP Command Center to check if it will help me or not?

Clear. One more question. Why is my BIOS (F.41) not on the site, but only (F.37)? Maybe it’s worth (if possible) to downgrade...
The noise is not very strong, but very unpleasant, not like laptops.
I tried to install several non-standard laptop coolers, but for some reason they did not start...

Since I don't work for or represent HP, I wouldn't know why there is no F 41 BIOS version showing on the HP support page for your PC.
I cannot provide guidance on downgrading the BIOS to the earlier version.
That is a decision and risk you will have to make.
