This pc is not and can not be connected to the internet but the printer installed via USB is working sporadically. I wanted to try installing a new driver for the printer and the only way I can see of doing that is using HP Smart. But that insists on being connected to the internet. How do I do this?

Let's try these steps.
Download the Driver on Another Device:
- Use a computer or device with internet access to download the full printer driver and software package for the HP DeskJet 4155e from the HP Support website.
- Look for the Full Feature Software and Driver package for Windows 10.
- Save the file onto a USB flash drive.
Transfer and Install the Driver:
- Connect the USB flash drive to the offline PC.
- Copy the driver file to the PC and run the installer.
- Follow the on-screen prompts to complete the installation. During the setup, choose the USB connection option when prompted.
Manually Add the Printer (If Necessary):
- Open Control Panel > Devices and Printers > Add a Printer.
- Select The printer that I want isn't listed and choose Add a local printer or network printer with manual settings.
- Select the correct printer driver from the list or browse to the location where you copied the downloaded driver.
Set the Printer as Default:
- Go to Control Panel > Devices and Printers.
- Right-click your DeskJet 4155e and select Set as default printer.
Test the Printer:
- Try printing a test page to check if the driver installation resolves the issue.
If the printer still works sporadically after installing the new driver, the issue might be with the USB cable or port. Try switching to a different cable or USB port to rule out a hardware issue.
