DVD RW drive (E) won't recognise DVD's or CD's.

What do you mean it does not recognize them?  Please provide details about what it happening.

When I load a CD or DVD I don't notice anything happening.

You probably have Windows Autoplay disabled.

 

To configure AutoPlay in Windows Vista or 7, open Start menu by clicking Start button or pressing Windows Key on your keyboard. Type "autoplay" in Search box and click Autoplay. In Windows 8, open Settings search using keyboard shortcut Windows Key+W, type "autoplay" in Search box and click AutoPlay.

Autoplay is enabled as you can see in the screenshot. Are my settings correct?. Can you see the screenshot?.

I wouldn't use Real Player; instead, I would use VLC player -- much better:  https://www.videolan.org/vlc/
