I have a Surface Pro 11 that that is missing a boot record I have tried to restore it many times by creating a USB drive the other day i I bought an hp delete book can I connect my HP to my Surface Pro to figure out what's going on and fix the issue

I suspect the method mentioned will not work.  However you can make the Windows install media form the MS Media Creation tool and then boot that to use the tools to repairs the missing boot record.

Use appropriate version of Windows (10 or 11) and make the media https://support.microsoft.com/en-us/windows/create-installation-media-for-windows-99a58364-8c02-206...

Then boot to the new media and pick "repair this computer" in the lower left of the opening screen.
