DVD Multi Recorder worked fine with Windows 10 until last week. Then Cyberlink and other programs didn't recognize DVD writer. Device Manager gives Error 39 and indicates these as driver files: C:\Windows\system32\Drivers\cdrom.sys, C:\Windows\system32\Drivers\GearAspiWDM.sys, and C:\Windows\system32\Drivers\PxHlpa64.sys.
I've read that this can be either a corrupt driver or corruption in the Registry. Microsoft apparently does not have a stand alone program to just reload the software including updating the registry for the device. I tried uninstalling the device with device manager but it immediately reappears when I restart the computer (HP Envy 700-214). I also tried updating the drivers using Device Manager. Any ideas?

Sorry that didn't work.
I tested it out on my W10 desktop PC and can get to that registry key but there are no upper filters or lower filters registry entries on the right side.
Unfortunately, there is no such thing what you are looking for (a standalone DVD driver package).
The optical drive drivers have been included in all versions of Windows since Windows 2000 came out in 1999.
I'm thinking you may have to back up any files you don't want to lose, and clean install W10.
You can reinstall W10 from the link below. Use the media creation tool to make a plain W10 installation DVD or usb flash drive.

When you are in the installation routine, and W10 asks you to enter the product key, you select the 'I don't have a product key' option, and W10 will install and automatically reactivate once you are reconnected to the internet.
Then I suggest you install the following W10 Cyberlink software applications for your model...
