The website won't let me change the o.s. setting on the product support page to anything besides its own name option. It asks what my o.s. is, then I click into the drop menu, and the only option it gives me is "select o.s." or the same name as the menu title. I just need to link to the windows 8.1 pro 64bit driver's and software download page for my 20-c023w all in one computer.

The PC is only supported by HP for W10.

No W8.1 drivers were released.
You have to be using Microsoft Edge to access the support pages.
What I suggest you do is to connect to the internet and take the free upgrade to W10 Pro.
Make a bootable USB installation flash drive with the Media creation tool from the link below.
Download Windows 10 (microsoft.com)
After the media is created, do not boot from the flash drive.
Open it in 'My PC' (Windows explorer), and double click on the setup application you see to begin the upgrade process to W10.

As I posted before...you have to use Microsoft Edge on a Windows PC.
I gave you the direct link to the Wi-Fi driver you need to connect your PC to the internet.
I have zero problems accessing the W10 driver page for your PC.
You can download and install MS Edge from the link below:
