Machine is an HP EliteDesk 800 G3 TWR PC
Windows 10 Pro Version 16299
In device manager under "Other Deives" there is a yellow ? mark by "PCI Serial port"
The Details tab reveals that its Device Instance ID is:
PCI\VEN_1C00&DEV_3050&SUBSYS_30501C00&REV_10\4&2236f62a&0&00E0
I cannot find a driver by the name "PCI Serial port" on the drivers list,
and I've installed and/or updated all the ones that I think might apply.
Does anyone know what the correct driver is?

You're very welcome.
I think I found a driver that will work this time.
I have zipped it up and attached it below.
Download and unzip the file to its folder.
Do not do anything with the files in the folder.
Go to the device manager and click on the PCI Serial Port needing the driver.
Click on the driver tab. Click on Update Driver.
Select the Browse my computer for driver software option, and browse to the driver folder you unzipped.
Make sure the Include Subfolders box is checked, and see if the driver installs that way.
With this driver file, you can explore its contents and it does show driver support for the hardware ID you posted.

Hi:
Supposedly it is a WinChipHead WCH PCI Express PARALLEL port device.
I zipped up and attached the driver for it that this site has...Unfortunately, I can't explore the driver folder to see if it has support for the ID you posted.
