How do I get rid of the virus pop-up that keeps coming up on my notebook I have Windows 11

Try booting in safe mode (research how to do it yourself), see it the popup still happens.

It maybe be malware hijacking your brower.  Try another browser.

Another idea is to use another PC to create a bootable USB key with anti-virus program, then boot with this new key and run scans to clean possible issues.
