Power button doesn't turn on or off disconnected

My power button acts as if it not connected to the motherboard.so it accept charging but refuse to turn on or off as if it not connected to the motherboard.i was hopping any keys of combinations could act as power button.

Best buy said if they have such issues they ship it to hp and they won't work on it.i ask if the motherboard replacement can do it.he said he doesn't know he won't touch it but ship it to hp.
