Checking for Deskjet 2650:

If the printer supports Resizing on the printer itself, the options will be made visible on the printer when you are setting the job.
Printers lacking a text input printer control panel - and other printers that do not offer resize options at the printer - support using software to scan and print options images (and documents) at different scale than the original.
For example, the printer might offer resize options after you place your photo / document on the glass and select Copy. More likely, (for this printer) the only "at the printer option" will be the number of copies (illustrated in the User Guide on pages 5-6).

To make a large copy of a small original, scan the original into the computer, resize the image in the scanning software, and then print a copy of the enlarged image.
The User Guide for this printer - at this writing - includes up-to-date information on using various software and methods to print / scan your documents and images to size (scale) these as needed.

At the very least, assuming the most primitive options "at the printer", you can scan an image (or document) into the computer, save that file, and then print the file at the size and scale that you need.
Much of what you can do is dictated by the Operating System and version you are running. The exception is Webscan - accessed from EWS, Webscan does not require other software to be installed on your computer / tablet / phone.

If the printer is on the network, use the Embedded Web Server ((EWS) to view / adjust / configure your printer. For example, check the settings for Copy and take a look at Scan > Webscan (Enable and use Webscan > User Guide - Page 51)
Open your favorite browser > type / enter Printer IP address into URL / Address bar
