The Dell’s own keyboard and a wireless one I am replacing work fine.

I assume this has something to do with international keyboard mapping, but I am in the US and bought the keyboard in the US.

Any ideas?

Thanks!

The problem is the keyboard, not the computer. The keyboard behaves the same way on another computer.

Is there a way to change the firmware or configuration on this keyboard?

For some reason the right CTRL key on this keyboard sends an unusual scan code.

I used SharpKeys to remap it to right CTRL.

@John-in-NYC If the keyboard in the below image is what you've got and the Right CTRL key isn't working as it should, on more then one device, this could be a hardware malfunction:

And I suggest you talk to HP support and discuss your options:

follow the below steps to get started:

1) Click on this link - www.hp.com/contacthp/

2) Click on "Continue as guest".

3) Enter the serial of your device.

4) Select the country from the drop-down.

5) Click on "Show Options".

Fill the web-form, to populate a case number and phone number for yourself!

I hope that answers your query,
