My all in one desktop is having strange memory and performance problems. It's going up to maximum memory usage sporadically without much open. Usually it's google chrome, or photos showing up. The performance is going up to maximum percentage as well, and the computer slows down and doesn't allow opening or closing of programs and freezes. Restarting the computer appears to temporarily fix the issue and eventually rises again. Could this be a memory leak?

It sounds like there's a leak - but you need to find what causes it. Look for some dubious TSRs / services.
