You're free to run System Restore if you want -- but it is not, and never has been, a "time machine" equivalent and that has been well known for a long time.
What it does is overlay current system files and drivers with older ones that were saved at the time of the Restore point.
If a driver has become corrupted since then, this can be the quickest and easiest solution -- but this is third-party software (from HP) and that is not saved or restored as part of System Restore.

I disagree. Windows Update takes a "checkpoint" before applying each month's updates, and the "System Restore" built-in to Windows can restore your computer by using that checkpoint file.
If you change a device-driver, it should trigger another "checkpoint" to be created, and System Restore can use that checkpoint to "time-warp" your computer to the status before the device-driver is installed.
Note that each "checkpoint" contains a copy of everything on your Windows Desktop -- user-created files & folders, too. So, if you accidentally permanently delete a file (or a folder), System Restore can be your salvation. But first, check your "Recycle Bin", if you did not "double-delete" (from the Desktop and from the Recycle Bin), to see if you can undo the "soft" delete.
Yes, if you want to protect what files/folders that you have in your "My Documents" folder, the Windows "System Restore" is NOT the software to use to achieve such protection.
