Hi @daveiw100,
Thank you for replying,
I understand you are unable to locate HP Recovery manager, In this scenario, There could be a possiblity that the recovery partition is missing or corrupted. Then the only other way to install Windows would be to order the recovery media for your laptop and using the recovery media you can install Windows. You can check if the recovery media is available online on www.hp.com/drivers by entering the exact model no. of your laptop. To find the exact model no. click here: http://hp.care/2bygf7l
HP PCs - Obtaining HP Recovery Discs or an HP USB Recovery Drive
Otherwise, you could also reach HP phone support to order the recovery media. If your product is out of warranty, please choose paid options to get the tech support number.
HP Technical Support can be reached by clicking on the following link: http://h22207.www2.hp.com/us-en/?openCLC=true
(1) Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.
(2) Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.
(3) Once completed click the 'Show Options' icon on the bottom right.
(4) Lastly, scroll down to the bottom of the page and select 'Get the phone number.' A case number and phone number will now populate for you.
If you have any troubles, let me know and I will do my best to help!

Jeet,
The Recovery partition is available.
It is just the Recovery Manager program that I cannot locate.
I do not want to re-install Windows. I am not experincing any problems with Windows or any installed software or programs.
The only issue I have is that I am unable to run HP Support Assistant.
I have been able to successfully run Support Assistant in the past, but have not tried to run this for some time.
Does the data in the Event log not point to a solutuion to this problem?

Hi @daveiw100,
Thank you for replying,
As I understand you are having issues running HP Support assistant and you have already tried uninstalling and reinstalling which did not help, you have also tried creating a new user account which did not fix the issue, I understand everything seems to be working fine except for the HP Support Assistant.
Could you tell me why do you want to use HP Support assistant? The reason is you have tried all the steps and still having the issue, only last step would be to perform a system recovery and check if that helps.
Or the alternate option would be use Windows update to update the driver: HP PCs - Updating Drivers and Software with Windows Update (Windows 7, Vista, XP)
I hope this helps. Let me know if you need any further assistance.
Cheers!

Jeet,
Thanks for the reply.
I regulary perform Windows Updates.
I checked today for any Windows Updates, and only 2 optional ones showing.
I have installed these and can now successfully run Support Assistant
The optional updates applied are:
Update For Microsoft Windows (KB4025341)
Update For Microsoft .NET framework 4.7 (KB4024848)
I am convinced that one of these updates has fixed my issue
Thanks for your help in resolving this.
Dave
