I think a session id from my old college is latched onto a bootloader of some kind. I cannot re image or reset it back because this image is embedded somehow. Any tips?

If you have Windows 10 IOT installed, then that is intended for a different environment than a home user would encounter. Assuming the prerequisite is not present where you are now, you will probably need to install a normal Windows 10 version.
According to the spec page for that model, it came with Windows 8.1 and must have been upgraded at the college environment.
You might not be able to use the present Windows 10 but most likely can install Windows 10 from an install media.
