can not stop mouse from scrolling

Microsoft Windows 10 (64-bit)

My mouse will scroll out of control when viewing a web page. It appears this is a common problem with HP pc's, after reading several blogs. But no one had a solution.

I have gone to Device Manager disable my mouse, uninstalled it. 

I have tried 3 different mice, a wireless and 2 USB.

I have changed my settings.

Tried Chrome, Firefox, Edge browsers, all the same results. I will have to say it is worse in Chrome over all.

Disabled Hardware Accelleration.

Tried other ports for the wired mouse.

 

Any one out there have a solution to this?
